What is the normal debt settlement fee?

A settlement company is charging 20% fee on the settlement amount. Is it normal?

Yes, this is ok but only after they settle a debt.

20% is normal but there are companies that I know of that charge 10% and are very reputable and don't charge a fee until you settle.
