I am fighting with them now...have paid $400 over the principle I borrowed. They have blocked my email address. I filed complaints with CFPB, FTC and BBB. I want my $400 overpayment back!

If they are not licensed in Washington, then you don't need to settle debts with them. You have already paid the principal amount. So you don't have to pay a dime anymore. It's good that they are not ready for settlements. You should also not be bothered about settlement. Rather, you should revoke the ACH authorization so that they can't take money from you.

It seems Silver Cloud Financial is an illegal lender in Washington (as per Federal laws). So, you don't have to pay them interest any further, as you have already paid the principal.

You need to be patient. They have blocked your email address because they know you're right. Register a formal complaint against the payday loan company at the official website of Washington State Department of Financial Institutions. You can also call 1-877-RING-DFI regarding this.

Chances are thin, but you may hope for the best. Register a formal complaint against the payday loan company to the website of Washington State Department of Financial Institutions.

I would dispute the last payments made to them with your bank and get your $400 overpayment back that way. They aren’t a legal lender in your state. I’d file a dispute with your bank for unauthorized charges, put a stop payment on them and get as much money back as you can through your bank. Chase gets the money back.
