My credit score has dropped after settling a few credit cards. Will my credit score increase if I pay my rents and insurance premiums on time? Is there any specific laws in Montana?

Usually, credit score drops after settling credit cards. However, it helps to get rid of the annoying debts. And you have taken the right approach. Continue making your payments regularly as it'll add positive items in your credit reports. With time, it will help you improve your credit score.
About unique laws in Montana, a payday loan is legal though there caps of the loan amount and the interest rate. The Statute of Limitations on all debts is 3 years in Montana.

Yes, it will help to increase your credit score gradually. Along with paying rents and insurance premiums on time, pay your other bills on time too. It will help to add positive payment history on your credit report and boost score.
