i believe that most of the times when you receive a credit card in the mail and you never activate it, you usualy dont have to worry about it, the only number the phone can be activated from is the phone number you used to sign up for the card with and most of the times thats the home phone number. you may want to double check this though

It is against federal law for card issuers to send out actual credit cards to solicit new accounts, hence why such solicitations often have a hard card stock facsimile card.
If the card wasn't activated, it shouldn't do any harm if properly destroyed. If you inadvertently activated the card while trying to find find a contact for the issuer, then when you do figure out how to get a hold of them, cancel the card, and then make sure the card i properly destroyed (cut up in small pieces, or even shredded if you have one and it can handle it.
