Does the SOL apply to the state the debt was originated in or your current state of residency? And is a store credit card considered a revolving debt, a contract, what? I need help!!!

in order to obtain court judgements these debts, collectors must sue in the judicial district where the consumer resides,but on signed contacts,the collector can chose and will pick the state that has the longest SOL.
