You can place any of your accounts in the consolidation program, it's your choice. However, it would be wiser if you ask the question to the counselor and follow their suggestions, because which of your cards need to be consolidated is definitely a crucial question.
The credit cards that you place under consolidation program are closed temporarily so that no more debt is stacked up. Once the accounts are paid in full, you can use the cards again. People often keep one of their credit cards out of the program just for the sake of emergency.
