Depending on the company, they could be using an auto-dialer. They can have it set up to call every 3 hours. If you're just picking up and hanging up, they system is given a "no answer" or "disconnected" message, and they'll keep trying.
The number in question belongs to ICS. Do you have an account with them?

You would be correct on that Tammy. Unless they're calling you back about an offer you gave them, or for a some other reason that required a call back.

Actually, it is legal to call a cell phone. Many people substitute landlines for cell phones to save money on long distance. If you insist that they only call you on your landline, they should comply. But no, it's not unlawful to call a cell in general.

If they cannot reach you, then they'll make their attempts again. Once you tell them you can't pay anything, the calls will usually stop for about 2 weeks. If it's a computer generated call the system will them there was no answer. Picking up and usually speaking with someone will stop the calls from happening every 3 hours.

If I couldn't reach anyone in one given day, I would make the one attemp and set it out a couple of days. No use sitting there holding an endlessly ringing phone to one's ear not getting a response. Some of these collectors really need to start thinking outside the box.
Mistakenly harrassed?
Hi. I am getting calls from 651-204-1341. By the looks of it I think it is IC Systems. I am getting calls about 3-4 times a day. For a fact, I do not owe anybody anything let alone be in collections. Could they have mistakenly contacted me or gotten the wrong number? I have not picked up the phone because I was afraid of it being a test to see if it was an active line for telemarketers to call me. Is this a collections agency that calls specific people to collect debt? Because I do not owe anything. How can I solve this? Thanks in advance!

If you are sure that you do not owe anything, you must surely send a cease and desist letter to the company. You can also clarify the matter by picking up the phone as there is nothing to fear here.
Send the letter through certified mail with return receipt requested. After your letter reaches the company, they should stop calling you over the phone. If they still do, you can file charges against them for violating the fdcpa laws.

Actually if they are knowingly calling your cell phone, that is a violation. Some people give out cell phone numbers as their phone number and the company does not know it is a cell phone. But, if you tell them it is your cell phone, or someone else gives them your cell #, once they know it, they have to stop calling it. I had a CA get a hold of my husband's cell #, and I told them not to call it again, and they never have. They told me they did not know it was a cell and now that they knew, they would not call it again. I read somewhere on a website, I believe the FTC that they cannot knowingly call your cell due to it costing you money. They are trying to change that though.

This company has been calling my home 4-5 times a day for several months. I assumed they were a solicitor and did not answer. Finally they left a message stating "this is not a solicitor, we need you to call us ASAP". I did a google search and found out they are a collection agency. It scared me! However, i know I have a great credit score and have never paid a bill late much less gone into collections.
The next time the they called I answered. They asked for "John Doe". I recognized the name as an acquaitance of my boyfriend's that he hadn't seen in years. We live next to a National Park and we had bumped into this guy while hiking one day. We invited him to come over for dinner. He told us that he had received an inheritance and was using the money to travel for a few years. He showed up again a month later. He said he had lost his ATM card in Colorado and his bank would not send a replacement to "general delivery" at the post office. He asked if he could use my PO Box number and I allowed him to do so. He received the ATM card a week later and that was the end of that. We saw him a few more times but heard he had gone to jail for an alcohol related offense. A half dozen pieces of mail from his bank came a few months after the last time we saw him. I marked the envelopes "not at this address" and returned them. I have no connection with this person other than the fact that he used my PO Box number one time. He is not related to me. He has never lived with us. We barely even know him. I explained this to ER solutions. They didn't call for a few weeks, but now the calls have started again.

Eva, as you are sure that you don't owe anything to this CA, sending a cease and desist letter will be the proper move from your side. After they receive your letter, they will be legally restricted from calling you further. You can also file charges if the laws are violated.
Samples of cease and desist letter are available in plenty in this forum. Have a look and tailor it according to your requirements. Probably, you won't hear from them again after you have done your homework. Send your letter through certified mail with return receipt requested so that you have the proof of your actions taken to resolve this matter.

The Cease and Desist communication is a federal law and no collection agency can violate it. You can always press charges if you find the company going against it.

Debt Collector Harassment
I had a debt collector call my family and disclosed to them the name of the payday loan for which I have in the debt consolidation program. The never tried to contact me first. They also proceeded to discuss the nature of why this was turned over to collections. First of all, is this a legal way to try and collect a debt? Also, I'm not understanding why these debt collectors are calling now that they have accepted proposals from the consolidation company. Does anyone have a sample of the "do not call letter"?

The collector went to the extent of fdcpa violation by discussing it with your family members. This is not the legal collection practice. You can record other phone calls of this debt collector violating the laws. Make sure you check the state laws before attaching the recording device on your phone. Mommy was getting relentless phone calls, where the people just hung up. Tonight, I answered the phone and they asked for some name of someone who did not belong here. I assume they had a bad number associated with their account. As soon as they called, I said: Please dont hang up on me, I want..... then they hung up. I *69 and got the above referenced number that you cannot call back. I googled the number, found myself here, went to the site, called the number on the website, was given another number where I kept asking for a supervisor. Finally - Enter TOM 888-229-8848 extention 2247. They claim they will list it as a bad number and will not call again. If Mommy does get calls, to call him directly. Other numbers I was given prior to this one was 888-229-8848 and 888-474-8332
Now I understand why they call their company Icy Systems.

I also had this ICS calling my cell phone all day at .25 minute. Of course, I stopped picking up after seeing the number again and again on the ID. I did call them and spoke to someone who asked for someone whose name was not familiar so I assume they think my phone belongs to him. They said they would remove my number and the calls are still continuing. I just filed a complaint on the donotcall site but who knows when they will get to it.....

The do not call site wont work. They have nothing to do with collection agencies. The collection agency probably wont remove your number from their record either. You have to file a complaint with the BBB. You also have to keep your phone records prove that theyre calling you and costing you money.
Keep record of the times they call, or keep your cell phone records.
DO NOT give them your name or any personal information because they will put your name on the bill that they are trying to collect if they cant find the original debetor.
If they continue to call, let them know that you are filing a complaint for harrasment and that you will take legal action.

ok ok ok , i'm a collector, so i know first hand how irritated a person can get, we once had a guy calling us 15 times a day to show us how it felt, the problem with him was it was his account, he just didn't feel like paying it. some times we have an automated dialling sys calling for us, well, there are 2 types, the one that is supposed to leave a mesage, and the one that is supposed to connect you to a live rep within a couple minutes, sometimes there are a lot of wrong numbers in there, but as a collector (as any one) we wouldn't know that without someone telling us.
also, it makes very little sense calling us and being abusive, well, then again you could do that, and well, that will solve nothing.
i understand some collectors use less than honorable methods and means to get payment, but some of them don't know any better, at that point it is always best to find out who is in charge and deal directly with that person or persons, sometimes a second voice is all that is needed.

ok.... i dont know who would do this, but, maybe i should tell you there is very little chance of someone taking your PHONE NUMBER and adding a debt that is not yours on to your credit history... did you even think before you submitted that? ok, i understand the whole identity theft issue, but this kind of paranoia prevents some people from doing the right thing.
if you are called and you know that you are not the debtor, simply put, correct whoever is calling you immediately, that prevents you from getting any more calls on purpose.
i say on purpose because every so often call centers mk mistakes, it is not your problem and it is inconvenient, but it is a mistake.
also, when collection agencies call you, it doesn't cost you. that is the gravest misconception i come across. these companies pay thousands of dollars a month to call numbers listed with various companies and registries.
also, how would you feel if a collector tells you they are taking legal action in regards to an account that you don't owe, oh, and might i add, it costs you way too long to even get this any where near a court, i mean there's the legal fees, the fees to the court, gas money to drive to and from the court and your attorney ( cause you will be doing quite a lot of that believe me). not to mention, the fee you will have to pay if it is found out that you weren't taking legal action at the time you said you were. all in all, the easiest way to solve this problem, if its absolutely not your debt, request a cease calls. don't be rude, just say i'm not the debtor, stop calling me, at the end of the day, we're people first collectors after (i sound like some kind of debt collector defender .... man, do i get a theme song lol)

You can tell them all you like that its not your bill, it doesnt matter, they dont care. Its one thing to be called, its annother to have your credit trashed when you need it most becuase the collector couldnt find the original creditor and tacks your name to a bill because you had a phone line at that residence 5 yhears before - and that the credit file they pulled without your knowleage or permission clearly showed a different residence for the previous 5 years.

Previously I received automated calls from 1-866-488-4299 Michelle Thomas now theyve moved on to 1-877-337-3099. My mother spent $250 in lawyers fees to get rid of a different crooked collection agency called National Recovery trying to collect an $80 gas bill owed by someone else 20 miles away.
Ironically enough, mine was also a gas bill for a house 300 miles away!

I wasnt tho becasue one of the agents told me what they did - he was new and still had some respect. The BBB let it go because I had already gotten the crap off my report because I paid a lawyer by the time they got to my case.
This happened a while ago, and Im financially stable now but i always have a fraud alert on my credit so hopefully it doesnt happen again.

You can also search web for cease and desist letters from your state and send each creditor a copy by certified mail and that will usually do the trick. Hope this helps

that is an error, sometimes, even i do it. we use a process called skip trace, when we look for all possible numbers for the debtor, however, every so often numbers that were previously removed happen to leak back in to the system.
i know its frustrating, but you should never feel scared about it. be firm in explaining that you never want another call from the company because the debtor doesn't live there

My number was never in the system. Ive never been sent to collections. The house was vacant for 5 years after I left. They did a property search and put my name to a bill that was set up 1 1/2 years after I left in a vacant house for gas that was never used or even turned on. I had never had any accounts with this comapny, nor had I heard of the company. The only thing I had to do with this property was a phone in my name for 3 months because I was staying there. They didnt call me despite the fact that they had had ALL of my accurate info including my address and phone number when they searched my credit file and filed negative reports on it.
I called the gas company and they had no name even close to mine in their system, nor did they have any active OR unpaid accounts for that address in 5 years.
They did a property search, found that I had had a phone at that address and put my name on a nameless bill. It was no mistake, it was intentional.
One of the collectors told me that the only information they had in their system was my address and phone nunber at my address 3 hours away from the place they were trying to say I was using gas from. My old phone number gave them my name, they pulled my credit file wich clearly stated that I didnt live there and hadnt for years, and decided I should be responsible for a bill that wasnt even real.
I couldnt tell them to stop calling because they didnt have the decency to tell me they wanted money and instead lied to the credit bureaus in hopes that i would pay them. In reality, If they had just called me and told me that they were going to screw up my life if I didnt give them money that not only I didnt owe, but nobody owed Id have probably paid them.
And even IF it is a mistake, they have NO right to lie to the bureaus or have your personal information on file without your knowleage or concent.
There is NO POSSIBLE WAY THAT THIS WAS A MISTAKE.

I scrambled and got some money together and paid part of it. My question is: is that true that they can tack on all those extra fees, or was it just a scare tactic by the collection agent? You hit someone with your car. Your insurance pays but the person you hit takes you to court for more damages and you lose. You can also be held liable for their attorney and court fee's as a result.
With that being said I would keep that letter and find out if your card is with a collection agency or an attorney's office. If it is with a collections agency I would seriously find out if they intended to follow through with that threat. If not then you have grounds in which to file a complaint and sue them for a fine.
