I received my credit report and was amazed that my score was terribly low! A new item showed on the report from an account I set up for my father-in-law to have internet service. My debit card expired and they said they tried to get ahold of me, but I live at a different address (Germany) than my FIL so I never received word. Anyways, they still tried to charge my card for 6 months and never received the funds, and now they cancelled the service in (Feb 2005) and I have a collection on my credit report from them. I called them to resolve the situation, but they didn't want to hear about it, and they would give me a bill/statement till I paid! (hmmmm..) Do any of you have any ideas for this?

Are you settled in Germany? Or you have plans in returning back to US within the next 3-4 years? If you don't, the account will go out of the SOL period and you won't have to pay it in legal terms. Know the statute of the state where this account took place and make further decisions.

If you wish to pay the account in the good faith, you must identify the collection agency having your legitimate records. Under the federal laws, the CA has to validate the account in writing before you make a payment. This validation will give you the complete details about the original credit company and the copy of the contract signed with you. They will also put calculations of the total amount in writing.

After you have reviewed the details properly, you can make payment arrangements with them.
