Does anyone know if PA allows creditors to garnish wages or freeze bank accounts?

Hi

You must check the laws with the State Attorney General office and know if the creditor is licensed or not. If they are licensed, they will be required to file a case against you in the court. Summons will be served to you 20 days before the court hearing.

Show your presence at the court. Do not miss the court date. You might convince the judge about your situation and arrangements will be made looking at your present situation.

I will suggest you to negotiate with the credit company and settle the matter outside the court. If you can extend some payment towards the account, they might be willing to take back the case. Give a try!
