Of course you can! But I think you have to be at default, meaning you're behind your payment, for it to work because if the creditor see you on time on payment, there's no reason to negotiate, right?

Yup, doesn't hurt to try but it would be hard while you're still in a good standing with credit card company. I know that it doesn't sound right because you always pay them on time but from their point of view, if you keep feeding them, you're their source of income, they don't want you to stop or cut that, right? By no mean that I recommend you to be late in payment or stop paying for a while because that would damage your credit but unfortunately, that the way it works. You still have a chance to tell them to reduce the debt if you have a good excuse like something negative might happen and you might not be able to make minimum payment on time (just don't tell them you're saving money to buy your dream house!) Or you could tell them you've been their customer for a long time now.

Its true that as long you are current with your payment, creditors won't be interested to negotiate with you, however, being late with your payment can hurt your score. So beware of that.
It is always advised to talk to your creditors if you predict a hardship in near future. Definitely talk to them and tell them why you are afraid of missing payment. I think they will cooperate with you. Hope this helps, wish to hear more from others.
