I know that both judgments and judgment liens are only "good" for 10 years unless the plaintiff acts to extend them for another 10 years before the first 10 year period has passed. But I don't know the SOL for regular debt in CA; I'm still looking.

The statute of limitation is stopped only if the debtor makes a payment on the account after the expiration of the applicable limitations period.
