Are you sure that you haven't paid anything after 2000? If so, this debt is past the SOL period and you can legally refuse any payment now. The company will insist you to make a small payment so that the SOL gets renewed and you are brought back under legal collections.
Make sure that the collector is authorized to do this collection. Ask for a debt validation in writing. If they fail to send anything in writing, you are sure that they don't have your file and are making a false collection. If they send something in writing, notify about the expiry of the SOL. (You must have this information confirmed before sending the letter.) Once they have received your notification, you are free from this issue. Send your letter through certified mail with return receipt requested and keep a record of it in your file.
