Well, since they claim the transaction takes place in their state they would have to charge you there. Let them try to extradite you from another state over a few hundred dollars. Thats not to mention they are not licensed and you probably never signed anything in person. I'm not a lawyer so I may be wrong, but as somebody that has worked with law enforcement I would say they are full of it.
