First payment to consolidation company

Is it normal and common that the first payment to a consolidation company goes towards a set-up fee. I spoke with a gentleman last week and he informed me that my first payment would be for their set-up fee and that the followoing month they would start distrubuting towards my creditors along with a monthly fee. Now I have dealt with two other consolidation companys and they started distributing with my first payment I made.

Every company has their own policies and it varies from one another. Some companies take a fee that is non-refundable until the program finishes. The terms and conditions of the company must be clearly specified in the contract before you sign with them.
