Welcome to the forums. You do have your legal rights to ask for a debt validation letter before making any payment on a false pretext. Have you check the SOL period of this debt if it is collectible or not?
Apart from that, please be very careful if they are making you a victim of identity theft. You can lodge a complaint at the Social security or the FTC at the following number

Please check if your SSN is protected by ordering for your social security statement. It will list all the earnings posted to your record. If there is any error, you might be the victim of identity theft and need to lodge a complaint right away.

Welcome back. Though you have signed the contract in Illinois in the year 1999, your statute of limitation for legally collecting the debt is 5 years in case of oral contracts.
So, as far as it is now, The SOL time period has expired. They cannot legally collect the debt from you but if they report any activity in the year 2002 as they say, it means that the time period of collecting the debt has been extended.
Please ask for a debt validation letter to see the account status. Do let us know the course of your action
