can a collector contact you on your cell phone?

Hi Carrie

I wonder how the collector got your cell phone number. As per the fdcpa law, no collector is allowed to call you if you have mentioned through mail that you refuse telephonic conversation.

You can also report these illegal actions to the FTC, BBB and state attorney general office and request for urgent action

I thoght that they couldn't contact you on a cell phone, because it costed you to talk to them while on the cell phone. I didn't think that they could cost you money to try to collect on a debt.
