Depending on how much you can afford, and your current financial situation, you could possibly set aside money to pay each credit card off. If you've fallen behind, and are getting accessed credit card fees, speaking with someone with the CC company could possibly get the fees removed if you were to pay it off in full during that phone call (or 1/2).
It's a good idea that you don't want to get a personal loan to pay off a credit card. But if it is becoming a burden to you, and you can no longer keep up, then maybe you might want to consider speaking with a debt counselor to see what they can provide.

I would also prefer to undergo a counseling session. This site offers a free counseling. The consultant, who will be working with you through out the program, would take care of your financial ability. He will then suggest the right payment plan for you.
It will not be a wiser move to go in debt further. I really appreciate your decision to avoid home equity or personal loans. More debts can make the situation worst, take care.
