question about status/details on CR?

Okay I'm going to ask this because its something that I don't understand and have been wondering about, and maybe someone else has been wondering the same thing but hasn't asked.
On my husbands experian credit report, he has an account that is showing a balance of $2012 as of 1/2006 posted under 'recent balance'. Under status/details, its saying " $1,932 written off. $595 past due as of 2006.
He has several that are this way. They are showing a balance and then part of it has been 'written off' and then another amount is posted of 'past due'. All of my husbands four dell accounts are showing this.
say, balance is 548, they are showing $523 as a write off and $116 is past due. what does this mean? and a charge off and write off, are the same things, correct? thanks! I wanted to get this question out there because I know theres others that have this on their report and don't understand it. thanks! shirley
