I am in AZ, and have a PDL with Apple Fast Cash (14 Day Loan for $200 $48 625.72%) , I was trying to work out an arangements with the several PDL companys and asked if they were liscensed in Arizona,( I found out on this website that they were charging more than AZ allows) this is what I got back from them:
Please be advised that it is our position that the State of Arizona or any of its entities has no jurisdiction over the company’s activities. The company operates under a Delaware Licensed Lender License. All loan applications are received by the company in Delaware. The loan decisions are made in Delaware. Loan contracts are accepted by the company in Delaware. Loan proceeds are disbursed from Delaware from an account at a Delaware bank. Payments are received in Delaware. The company’s loan agreement states it is governed by Delaware law and applicable federal law. The company has no employees or agents in Arizona. The company does no direct advertising in Arizona or to Arizona residents.
Additionally, we did not solicit your business. You contacted us over the internet using a search engine. I do hope this clears up any misinterpretation you might have had.

They will have to follow your state laws regarding licensing, apr, etc. Also, file a complaint with your division/department of financial institutions.
