It depends on the bank, I use Webster and when I wanted to add my sister, then ran the chexsys report, I wasn't able to add her because she had a black mark from an old account...

Most banks that use chexsystems will run anyone added to the account and not allow them to be added if there is a negative listing with chexsystems.
