Can I open an account if I’ve been blacklisted by ChexSystems?

First of all, ChexSystems is nothing but a reporting agency who only provides negative information through their reports. They won't decide whether you are allowed to open a new bank account or not.

Only the credit union or bank can decide that after reviewing your report given by the ChexSystems. Few bank or credit union managers have the authority to allow account facilities in spite of negative ChexSystems reports. So, I would suggest you must talk to the bank regarding the savings account you wish to open.
