You can open another bank account and payoff the debt if you please. As far as I know, banks verify Chexsystems before opening an account. But there are certain credit unions and banks who don't perform this verification with the Chexsystems. You can open such a/c with such a bank.

What bank is it? Chances are since the bank has frozen your funds, they are going to close the account out. It really depends on what bank this is. Definitely consider opening a new account just in case they are closing it and will report you to chexsystems. Once reported, it may be very hard to find an account depenind on where you live.
As far as getting a loan. There is a site that may help you called prosper.com Many are able to get small loans there that are not able to get them with banks or finance company. I believe you need a credit score of 500 to qualify for the program.
