PS When I called the people one my credit report they said they follow the original application and the divorce papers are not valid.

They are correct in that they are not bound by your divorce decree. I had a similar situation many years ago and I ended up having to pay the debt and then take my EX back to court in order to get my money back.
How long ago did you move to WI? When was the last time payments were made on the account? If the answer to both those questions is 6 years or more, then this would fall under WI's Statute of Repose which will extinguish the debts on expiration of the 6 year SOL.
