How does social security and veterans disability payments work in chapter 13

I am not real clear on what you are asking here, if you are asking if they will be considered income, then in all likelihood, I would say yes. They are exempt from garnishment, but considered income.
Are you talking about a veterans disability or a pension, this will make a difference too.

I think it's pretty obvious what's being asked: is disability income counted in disposable income in a Chapter 13 case.
