Is Chapter 13 a good solution to debt instead of debt settlemnt if someone wants to also walk away from there house.

I would file chapter 7 if you qualify. No payments that way. I know several people who have filed chapter 13, but it was to protect assets. If you want to walk away from everything, then 13 is probably not the best way to go.
