I am in Chapt 13 do I have to pay taxes from my 1099c?

You will have to file a tax return still, but you will be able to claim the 1099c amount as exempt. There are provisions that say if you are insolvent then you don't have to pay tax on that 1099c amount -- obviously if you filed BK then you can say you are insolvent.
