If you are willing to surrender the car back to the lender, then yes, you should be able to include that debt, as far as I know. Since it was a debt incurred during your Chapter 13, you should be able to include it. I was able to include medical bills incurred during my 13 when I converted it to a 7.

convert from Chapter 13 to 7...can I keep car that was in 13
I recently converted to a 7 from a 13 that has not yet discharged. I converted because I met my goal of paying off the areage on my house as well as all other debts expected to be paid with the exception of one of our cars. We were completely upside down when we filed in 2006, but wanted to keep it so we did with a reduced amount owed due to the length of the existing loan which reduced to about 1/2 of the balance of the loan. We thought converting would mean that we just pay the balance of the car owed from 13 (slighly over 1K), but the auto lender says by converting we now have to pay the orginal balance which means we have to pay the balance of 7k to keep the car. Is that accurate? We filed 13 in 3/2006 and file to convert in 5/2009 which is set to discharge in 3 weeks.
