if one gets sued (for credit card debt) or gets a judgement against them can you still file bankruptcy to stop this?

If there is a judgment against you for credit card debts, you can file bankruptcy, and such judgment can also be discharged under bk. Even when you have filed bk, there is an automatic stay on all collection activities (including recovery of judgment money through garnishment) as per the provisions of the Federal law.
