If it is that bad than it may just be time to consider bankruptcy. It's always a last call of sorts but if you already have one garnishment and you may have two more coming than I would say that it justifies filing in your case.
Just remember that filing for bankruptcy alone can be very costly and will usually run you close to $1000 by the time it is all said and done.

If you are working, that might be a good option for you..what else is on your credit report? is it accurate information? too many what ifs to just run and file..however, if you are definately not able to manage these debts anymore then maybe it might be time to consider..but as a former bker in 2002-it took several years to even obtain credit at a descent rate-i finally last year got a mortgage-bk is a permanent solution to a temp problem-it takes 10 yrs to come off cr when most other negs take 7.5 yr to fall off-
