It won't be right to go for new credit if she is having problems in maintaining the existing ones. Let her wait for some time until her credit improves. You may help her to manage her finance if she is having problems.

My daughter is not having credit problems, b/c she has no credit at all. She just turned 16 this past March. It just bothers me that credit card companies are now praying on teenagers.

This is kind of devious but here goes:
Part of the laws of contracts have to do with a person's capacity to enter into binding agreements. A minor does not have capacity to enter into a binding agreement. Therefore, any contract that she signs is "voidable" when she reaches the age of majority. (Really all she would need to do is write a letter when she turns 18 stating that she wasn't aware of her actions and now wishes to avoid the contract). At that point, the contract would become unenforceable and the credit card company would not be able to win their case if they sued her.
NOW, half of me says "tell her to get the credit card -- she can get some free money out of it simply by disaffirming the debt later on." The other half of me, along with yourself, probably says it would be wrong to teach her to do something like that...
You're right though, they have no business sending credit applications to minors. Maybe you can you file a complaint with the FTC.

I also think that some of the testing such as PSAT - beleive it or not, can sell the name lists,there is a section on one of those type tests that ask if you would like college info, and I am sure ccards get thrown in there - or driver's license - it could also come through magazine subs too - my son started getting them as soon as he turned 15 it is scary - he gets them almost daily from capital one
