How do i add category on my blog. I dont seee any features that can add category?

Add link category
Step 1: Login with your username and password
Step 2: Got to Links
Step 3: Go to Links Categories
Step 4: Fill up the ???????Add a Link Category??????? section
Step 5: Submit this form by clicking on ???????Add Category??????? button.
