If T-Mobile has reported the unpaid debt to the 3 major credit bureaus, you might have trouble getting service from other carriers. They most likely will charge you a deposit to get service, which is on average, about $250. If you try to resume service with T-Mobile, they will definitely want you to clear the $400 you owe them, and may want you to pay a deposit to get service again.
You could always get one of the pre-paid phones that you top up with minutes as needed. No credit check or contracts to sign.

Is it possible that the unpaid debt will have an effect in the other country? I mean the FCRA laws are available in US only and the laws in Austria will be different. He is leaving country so how is this debt going to affect him in the other country and when he can apply for a new service provider?

I misunderstood and thought he was going back to Philadelphia. I guess austrian is fine if he's going back to another country. But obviously if he comes back here before the seven years on this debt are up, and wants contract service from a mobile phone provider, or needs to obtain other types of credit, this could come back to haunt him.

If you've had another service, and also left that balance hanging, then perhaps your credit score is low enough for the cellular company to ask for a deposit.
