Mann Bracken just recently aquired this debt and the collection calls started fast & furious (sometimes 8-9 calls a day). I tried working with them on a payment plan that would fit but they wouldn't budge on what they would accept. I told them I would not be able to meet their repayment requirements and that was that.
Recently, I was FedEx'd a stack of papers from Mann Bracken. It is titled Arbitration Claim Forum. In these papers, they are offering a settlement of 70% of the balance (which I can not come up with). The letter states that this is a last chance to solve this matter before it is presented to an Arbitrator for final disposition.
Mann Bracken has already stated in their first letter to me that they can not pursue legal action in my state. That if it reaches that point, it will be handed over to authorities that are capable of settling in court.
Should I be worried about them now?? The phone calls have stopped... are they getting ready to do something or are they giving up?? FYI the total debt is less than $2000 (it's like $1900 I believe).

You are always willing to make the payment. But the plan set by them doesn't seem to be in your favor. This is your important defense in front of the arbitrator. Send a letter to Mann Bracken through certified mail with return receipt requested. Propose your plan in writing and send it through US certified mail. You will need to show the copy to the judge and pull the case in your favor.
If Mann Bracken has to file a case, they should be licensed in your state. Otherwise, they will have to use other agencies licensed in your state.
