I am fairly new at this so I have a question. Can I send a cease and desist letter to a P.O. Box via certified mail return receipt? A collection agency has contacted me through mail and they only have a P.O. Box listed as their address.

You can, what the post office does is put the slip saying that there's a letter to be picked up in the PO box. When someone comes to pick up the mail, they go to the counter and sign for the letter.
It's the same process as if you weren't home when the post office delivered you something that had to be signed for. They just leave that little slip and you have to go pick it up.

I think the company using the P.O. Box might take longer to pick up their letters. And if they really don't want to pick any letters, your point of asking for validation of the debt or putting a dispute with the company goes completely wasted before the creditor has already filed a case. Quite possible??

Reports, use it for sending any mail
to them.
