She can mail them written requests to cease and desist contacting her by telephone, so at least you won't be bothered. Include the acct. numbers of the debts these collection agencies are trying to collect on in the letter, and send the letters to the collection agencies via certified mail/return receipt requested so she'll know they were received.
If she won't be responsible enough to at least do that, write out the letters for her and just have her sign them.

That violation alone is worth at least $1000 + costs to her. Next time, have her to record the call, if this can be done in your state, or a least take very good notes.
