If original creditor or collection agency aren't on my credit report, is that proof positive SOL has expired?

Not necessarily. It can be a good indication, but there is a small chance that your account somehow slipped through a proverbial crack.

The negative entry should remain on your CR for 7 years following the date the account was charged off. The SOL varies from state to state and among different types of debts (written contracts, credit cards, promissory notes, etc...). Many, if not most SOL's, however, are shorter than the seven years of a negative credit entry.

What is this alleged debt for, what state are you in, when was a payment last made, and what state were you in when the debt occurred?
