Am I missing something here? You say a friend paid the fine - is the collection agency pursuing you for the fine itself, or did your friend hire a collection agency??

Generally, accounts are either referred to law enforcement with a warrant, OR placed with a collection agency. Do not ignore this just because it is with a collection agency. After a certain, but unspecified period of time, the court system has the ability to recall the collections effort, and issue a warrant. There is no SOL for these matters. I've seen a regular ol'traffic ticket being collected on, and the date of issue was in 1969, and it was still valid. You need to get proof of payment. You might be able to check the payment history with the court, sometimes, accounts are sent to collections in error. If the court has no record of your payment, and you cannot provide proof, then you will likely need to repay this.
