Dealing with fraud

My sister for many years has taken my younger sister and my mothers SSN#'s and secured credit cards and loans. During the 1980's she set up a dummy corporation using my younger sister's info. She is at it again. Seems she took my mother's SSN and opened an account with Captial One at least 2 years ago.

A company called Vital Recovery has contacted my mother stating that her bill is 1509.81 but if she can, they will take 754.90 by 12/25/07.

I ran my mother's free credit report. This credit card name and acct. number do not appear on it. She turned my sister's home info to them years ago and she hadn't heared from them until just recently.

Are they a real company? What do you advise?


Vital Recovery is a collection agency that buys a lot of old expired debt. Hav your Mother sign a debt validation letter to the CA and ask them to show;
How they arrived at that amount
Proof that the debt is hers
Proof that the Statute of Limitation has not run out on it.
Proof that they are legally entitled to collect the debt.
Proof that they are licensed as a collector in the state where your Mother resides.
Send it certified return receipt mail. You may never hear from anyone again until they sell the debt to someone else.
