Helping a friend out on old debts

He has the phone numbers on the companies who are calling him. He called one back and they said it was for a Mobil charge card for $78 but they would take $21 today, The kicker, the debt is from 1997. This guy is old and disabled and I want to help him out.
Should I contact all these numbers for him, get the mailing addresses and send a debt validation letter on all of them for him? I know the SOL in my state is 6 years. He said he has a few debts but all are 7 or more years old.
Am I better off just sending a cease and desist?

Send a DV letter to all of them, claiming SOL and add the limite
Send a DV letter to all of them, claiming SOL and add the limited C & D. Also if the guy is on disability and on SSI or disability payments tell them that so they realize no matter what he can not be garnished or attached financially.
