I live in CA. Can I be served via FedEx? I am not expecting a package and FedEx left me a door hanger today stating that they have a delivery but someone over 21 has to sign for it. Suspicious.

take the tracking number and go to fedex's website and track the
take the tracking number and go to fedex's website and track the package to see where it comes from, it will list the city/state of the sender. If you don't know the location then ignore the package, they will try three times.
You may also tell your neighbors and, if applicable, complex manager not to sign for any packages for you.
