Uninsured and school loans

My husband has a school loan that is in collection agency and it is 8 years old. He is not even sure if it is his. Should this drop from his report or does he have to pay it. He also got a later stating that he his car was uninsured in Maryland for a year or so and he owes state $7000 (totally crazy) what can be done about that. His credit is so bad but all of this is 7-10 years old. Now he cannot even get $500 secure credit card. We need help.

Check with the Maryland DMV and see if this is real and not a scam.
It states that it is from State of Maryland Central Collection U
It states that it is from State of Maryland Central Collection Unit. As a reason it states MVA-Insurance Lapse-Default-We spoke with Collection Unit probably a year ago and they told us that if your car is uninsured in MD you pay $50 a day or something like that that is why it came to almost $7000
