How do I get them to stop calling me about someone else?

Seems to me they are breaking the law, by leaving messages that someone else owes money on my answer machine...
Please, how can I get them to stop? I"ve filed a complaint with the FTC, but the calls keep comming. They call on adverage about 2 time a day. I've had the same phone/address since 1999, and I honestly don't know who they are looking for.

Send them a cease comm letter stating that the consumer they are seeking has never lived at your address and any further calls will result in their being sued. Then file complaints with your states AG, their states AG, the BBB and the ACA International.

The consumer you are seeking has never lived at this address or phone number and is NOT know by the resident that does. Cease all phone calls to XXX-XXX-XXXX.
That is sufficient. Also, I would file a complaint with the FCC
