How can I sue a collection agency if any representative is abusive?

You can register a complaint to FTC or State's Attorney General.

You can register a complaint to FTC or State's Attorney General. You can also file a lawsuit against the collection agency. If you win the case, then the collection agency will have to pay $1000 as penalty. They will also have to pay you for all the legal expenses you have incurred.
