Acc back with cap1

My cap1 account has been with a c/a for the past 3 months.....now it has been returned back to the original creditor(cap1).
They still won't budge in negotiating!
All they have offered is a 150.00 minium payment, same int rate as before and all the penalties and int rate build up to be applied to principle.
Payments to be made thru auto draft and nothing in writing until I start the program.(what program?)
Also they won't me to go with this asap or the account will be sent to another office.
Does anyone have any ideas as to what I should do?This is the same as before(no deal).
All I'm asking is for them to drop all interest and penalties, give me 0% interest rate, pay by statement and put everthing in writing.....the account hasn't been paid on in 14 months.
Thanks for any help,

They now say if I give a down payment of 882.00 and 150.00 per m
They now say if I give a down payment of 882.00 and 150.00 per month, they will drop the int rate to 0%.....882.00 is basically the interest and penalties build up.
I have 2 weeks to get them the 882.00 or it may get sent to another office.
Thanks for any help out there.

Oh yea, they said if they were to wave the interest and penalty build up,then it would be considered a settlement and would have to be paid in 3 monthly installments.
