old tuition debt & CA question (not a student loan)

Hi everybody, I just have a few questions and was wondering if anyone would have any insight! Here goes:
I have unpaid tuition from a University that ended up going to a collection agency (AMO recoveries to be exact). However I had a bad experience dealing with them (I offered to pay $2100 of the debt and set up a payment plan for the rest of it which was only $400 - they refused saying I had to pay in full & that I would need to ask friends & family members to get the rest of the money!). I talked with 3 seperate people & no one would help, & the school said they will not get involved anymore. And I kept getting letters like twice a month from the CA showing like $200 more owed each letter, so I just figured forget it.
So this was a couple years ago, and each year my state tax refund has been confiscated by the University - from the letter I get it looks like it goes to the school & NOT the CA (but I could be wrong). From my calculations, this next refund check would completely pay off the balance still owed to the university plus the interest that probably would have still accrued. But, what happens if the school is paid off but the CA still has added $1000 in their own fees? Can they still come after me for that even if the University is paid off? Can they still confiscate my tax returns? Can the university still w/hold my transcript? Am I still considered to be owing the school money even if the tuition is paid?

The school is not paid off since the school had to pay the CA for the cost of the collection activities. So yes, they can seize your tax returns and hold your transcripts.
You attended a public school thus this is public debt. Your student handbook will say that in the case of past due tuition, you are responsible for all the collection costs. In reality the CA doesnt add the collection fees....the school does.....they are recooping their costs.
