Does this sound like a collection agency?

Hi - posted the other day about call from "Angel & Cabreta" - it was very strange. Person said, "we've received a complaint about you and we want to give you a chance to tell us your side of the story" - that was it. Like he was from law enforcement or something.
Does that sound like a CA trick? Scare tactic?
Again, the numbers he left go nowhere.

It would not surprise me to learn that the call was from collect
It would not surprise me to learn that the call was from collection agency. Should it happen again, I would be sure to get the person's name and the name and address of the agency. If the person refuses to give you that info, tell them that they obviously are not interested in anything beyond harassing you, then just hang up.
