Does this letter state:
"This is an attempt to collect a debt, you have 30 days to dispute it", or something of that nature.
It should, because by law collection agency's are required to give you 30 days to dispute the debt. In which time you should send them a validation letter, and make them validate the debt. They need to prove to you they either have the legal right to collect it, or they own the debt.

If you sent the letter certified return receipt requested, did you receive a little green card saying they received it? If so, then all collection efforts must cease until they validate the debt, otherwise they are in violation of the FDCPA.
