you and your mother are entitled to a collection letter with some details.next time they call demand it,and don't speak to them again until you get it.btw did they threaten,or try to get money right away?if so then again demand something in writing and report them to your AG.another btw you say they have no website.that is immaterial.is there a number that comes up on caller id?or is there a number they give to call?either one can be researched.just don't pay a voice over the phone because as you stated with easy access to base info scams are too common.

Under FDCPA 804 and 805(b), calls to a third party cannot disclose in any fashion that the consumer they are calling about even owes a debt.
FDCPA 805(d) does specify that an executor of a consumer's estate qualifies as the "consumer," and can be called in the same manner as the consumer herself.
So, your status as an executor is important regarding their ability to even discuss a debt with you. They may already, and additionally, be in violation of the FDCPA on that basis.
Additionally, from the date any debt collector calls a consumer regarding a debt, that triggers their obligation under FDCPA 809(a) to send a formal collection (dunning) notice within 5 days thereafter. Have any of these callers sent you dunning notice? If not, that is a fairly good indication that the debt collector is not legitimate.
When they call, and if you are indeed the executor, simply ask for a formal collection notice, and hang up. If you are not the executor, simply advise them that calls to you as a third party that discuss a debt are in violation of the statute.
