I have not authorized ARS to my knowledge to withdraw any funds for any debt out of my checking account. I have not received any official documents, orders nor notices from any court either that says they can. I only receive $700 for a family of four, section 8 and disability/retirement.
How do I cease and desist them from taking these funds out of my account, and of course you can never get a live person on their phone line.
Please help me

You cannot do a "cease and desist". Sounds like you were sued.
You cannot do a "cease and desist". Sounds like you were sued... although it sounds like these funds may be exempt for bank levy. Talk to the legal department of your bank and then call the court.
