A letter from a creditor states i have 30 days to respond to them to dispute the debt. If that 30 days has lapsed, do i still have the right to send a debt validation letter or does my lack of contacting them within that time automatically validate the debt (legally). The letter said something like the debt is considered valid...

For reasons unspecified I have not responded with a letter in the 30 day time they have allowed.

You could request a debt validation, but if it is past the 30 days, then they are not required to respond, or to halt collection activites. The only way that you could force this one now is if you are sued, you could require them to validate the debt as part of the discovery process before the court date.
